Like Mbak Widi said, Pemaron people are the first among others. Their authority will determine whether PLTGU will be finally build or not. It's a compulsary to develop their awareness concerning the bad and the good sides of PLTGU. For this, aproaching both formal and informal leaders is an excelent way.
