Balsa creates a new message file in the "tmp/" directory, and
then moves it to "new/" or "cur/" according to the "unread" flag,
and expects other agents to do the same. So it detects changes by
checking the mod-time of "tmp/". Can you arrange for procmail to
do the same, or otherwise "touch" "tmp/"? Balsa will then detect
the new mail at the next mailbox check.
