That header is inserted in a message when it is queued in the
outbox, and it's supposed to be stripped off prior to actual
sending, so we don't enforce the US-ASCII requirement. It does
get left in an fcc copy...
Re the mangled content-type header: the (required?) protocol
attribute is missing, which might explain the failure to verify
the signature.
