As I noted before, this is a very murky situation - probably one of
the most difficult ones I have had to adjudicate in roughly 20 years of
being a GM (D&D mostly, not EnGarde). I spent most of my weekend
re-reading emails, pulling out archive copies of my Notes mail, examining
the rules, and trying to figure out what could be done to resolve it.
I honestly believe that no resolution would have satisfied the parties
involved, and I don't see any point in exchanging these types of emails in
the press. Have a flame war between (or amongst) yourselves (you can CC me
if you wish) but I don't want to see it in the press, and I don't want to
see it sour the game any more.
I am bound by the "real" rules, the house rules, and the precedents
from before, and when they conflict, it's hell but it has to be dealt with.
As I've said, I will publish a complete synopsis of the CoPS position and
attendant rules after the September turn for discussion by the players, and
then will post the final version before the October turn is run (or with
the game report).
Let's get on with the game - I've effected a stalemate until October.
It looks like it's going to be a bloody victory for whomever wins, and I'd
caution whoever gets the MoS/CoPS to think about their actions carefully.
I'd hate to have to whip up mob rules on the spot :)

P.S. The printed rules are not available to everyone - that is a known
problem about which copyright laws prevent much more from being done. As
noted in the Introduction to the House rules: "Please note that these rules
are NOT complete." For complete rules, always double-check with a mentor
(unless your arresting him or her) and feel free to check with me as well.

Only states that the CPS must have a conviction in the first 6 months,
nothing about trumped up charges, yes.

That is correct. As far as I know its completely out of print and the
reprint of it never went through. I live in Chicago and have scoured just
about every book store and game store I can find that stocks old games and
have yet to dig up a copy of it. So no George, the FULL and complete rules
are NOT available equally to every player.
