To the best of my knowledge (given that it is a long time since I fought an
arranged duel *grin*), the duel happens pre-weekly actions and is separate
to your action location.  So you can do what you like in week 1, the duel
will still take place if the votes come out 'yes'.  Also, having fought a
duel in the month already, even if you meet later in the month you will not
fight again despite being regimental enemies.

As a side point to this, if I read the rules correctly, then if the vote is
'no' you may still fight if you attend any of the same functions.  However,
because that would be on the grounds of regimental cause rather than 'press'
cause, you would use your default weapon rather than rapiers as stated in
press.

Hope this clears things up (um...and I hope I'm right - someone correct me
if not!)
