I am happy to now being able to call myself Minister of State. As you understand this
clearly means His Majesty supports our views on the role of the Minister of State,
which of course finally kills these rediculous charges that running the office
forcefully and effectively would be treason.
His Majesty's appointment also means he has approved of my plans for a war with Spain,
which makes your position so close to the Spanish colonies even more important. I
would like for you to invesitigate the possibilities of stopping the steady stream of
silver that is being shipped from South America to Spain. The best thing would
naturally be if that silver was diverted to His Majesty's coffers, and the next best
thing would be if it at least didn't reach the Spanish coffers. Given our weak naval
position I believe it is highly unlikely that we can stop the shipments by direct
military force, so you might want to investigate the possibilities to grant
privateering licences to some of the more successful so called "pirates" in the area.
We might also be able to coordinate these efforts with the Dutch and the English,
discussions which will start immediately.
