     Thank you for your cooperation on scheduling last month.  There will 
be no difficulty in my attending the meeting this month (February) to 
finalize plans for integration.
     Along the planning lines, I have had some informal conversations about 
the plans for command of the armed forces.  We have three active and 
capable Lt. Generals, and it seems to behoove us to ensure that they are in 
a position to lead the important divisions at the front.  This month the 
official army deployments will be finalized, and next month the Adjutant 
General, BLG Marquis Jeni_Clairefontaine (npc_JC), will appoint the 
division commanders.  I would like to suggest a refinement of that 
procedure.  Specifically, at the beginning of March I would like to step 
down from my Ministerial position and take charge of the adjutants 
office.  My intention would be to appoint the active officers to charge of 
divisions in March and April, and then take charge of a division myself in 
May, or in the case of beaurocratic difficulties in June.   As a similar 
plan caused the previous Minister of State significant concern, and as you 
have been very supportive of my efforts up till now, I felt it important to 
verify that you have no concerns about this plan.  If it is acceptable to 
you, I will also check it with the Minister of War so that there are no 
surprises in any quarter.
