Minister Zilvain,
I believe you are acting in good faith and within the powers of your office. I will do my best to cooperate with you, particularly in your efforts to keep calm in Paris of this year of 1674.
As a minor note I would point out that only a declaration from the King can make a significant change in the powers of the various offices and activities of government.
Yours,
General le Marquis Soire de Success

To all citizens of France,

Threaths both from outside and from within hang over our heads.
With no minister of Justice or Commissioner and the Minister of State
under arrest, France is in a grave situation.

As minister of War I am forced for the safety of France to hereby
declare the state of emergency.

I ask all people to stay calm, while the remaining goverment tries to
solve this situation as quickly as possible. The Cardinal Guard has been
given extra policing duties to insure the safety of the citizens of
France. Please cooperate with them in any way possible when so requested.

All for France, France as One.

Lt Colonel le Marquis Zac Zilvain, Cardinals Guard
Minister of War, Instructor of Le Tigre
