Do you have IE6 ? and code2000 ?
My guess you should see the juktakkhors properly rendered.

Again, my guess is that this is just a software that can't use the
ligature tables and is rendering all those 0x09cd s as straight hashantas

No ! No ! keep the juktakhors, don't change the language to fit the
technology, change the technology to fit the language :)
(at least while we carbon based lifeforms are still in control)
