Unless I'm mistaken, one is always free to take some GPL code and mix it with a compatible but more restrictive license, such as the AGPL.

thank you for pointing this out. As it turns out in this particular case there can be no doubt, as section 13 of GPL3([1]) explicitely mentions the possibility of merging with AGPL3 code provided that the result is published under AGPL3.
