I'll try to be helpfully with the little knowledge I have. Why did you use "Maximum Volume Jobs = 2" in all of the pools? That parm is defned as "...the maximum number of Jobs that can be written to the Volume". Volumes = tapes
Normally you do not even use that parm or set it to 0.
