The 16 TB filesystem limit exists on Centos 6. Tested it recently, if you try 
to make an fs > 16 TB you get the following error:

mkfs.ext4: Size of device /dev/xxxx too big to be expressed in 32 bits using a 
blocksize of 4096.

Its the e2fsprogs I think which are to old...

But back to my question, yes filling the filesystems fs1 and then fs2 would be 
the way I'd like to do it. So the storage configuration you posted would 
effectively do this?
