Solved
The issue was the database was corrupt. Frank's suggestions (elsewhere) to use 
bareos-dbcheck -c /etc/bareos/bareos-dir.conf -f along with .bvfs_clear_cache 
yes in bconsole eventually cleaned up the database and it is now showing the 
files in the restore section.
