I haven't checked the code, but to me it looks like spooling and
despooling work independently when you reach the spool limit for the
job.

if you however reach the total spool limit for your pool, *all*
jobs writing to that pool are stopped for despooling, and the job will
not be resumed until it has been despooled (even if the despooling of a
different job has freed up a lot of space in the spool area.)
