Bareos and Bacula are diverging, you may be better served looking at Bareos resources.

2. Is there a way to check the config for each component I.E. director,
storage, client, etc. I would like to spend the time to get the config
perfect so it works either the first time or close to it.

My experience is that building a simple configuration and get it working is best, and then add things to it. Don't try to do everything you want to accomplish in one leap. Start with a simple backup that is all on one host (Director, Storage Daemon, and File Daemon) and doing backups to disk. Then grow from there.

3. Is there something someplace that has a step by step installation guide
for red hat that yields a working config. I have found the Bareos doc
itself to lack important details I.E. it does not mention that postgres
packages are a required install before you can install bareos postgres
component. I assumed bareos installed its own version of postgres separate
from generic red hat posts install - wrong.

The documentation is your best source for this. It isn't RedHat specific, but frankly there aren't too many things about Bareos that are OS dependent. (Excepting Windows of course.) I use FreeBSD and I found that the only OS specific parts I had to deal with were some tape drive settings.
