Client version shouldn't have an impact.

During the release of 17x there's a change in the database especially the 
table Files. As you were already running 17.1.3 perhaps the upgrade didn't 
happen. (It's automatic when coming from 16.2 for example)

I guess that trying to replay the database script should be possible (don't 
forget to have a full dump before).
