Yes, the directory structure has been introduced with bareos >= 16.2,
see

Best, install also a current version of Bareos.
If you stay with the outdated version, add an include statement to the
/etc/bareos/bareos-fd.conf:

@/etc/bareos/bareos-fd.d/director/bareos-dir.conf
