Hi, 

i'm new to bareos too so don't expect to much from me.

I would start checking the basics.

- are permissions on /var/lib/bareos ok?
- is the service really listening (netstat)?
- what does bconsole say?
- are all package versions the same (webui, director, ...)?
- is iptables blocking requests on the loopback interface?
- what are your logs saying (apache, ...)?
