I would get rid of the purge oldest volume. Don’t know if that’s your issue but using it in this context create behavior I don’t think you want.
In your case with per Clint dated volumes I wouldn’t recycle. I would run a job with script that runs prune and then deletes and delete volumes when volumes are purged.
