Correct updating a fileset will force a new full backup by default.

You can use:
https://docs.bareos.org/Configuration/Director.html#config-Dir_Fileset_IgnoreFileSetChanges

But only use it if you really know what you are doing and you are using 
accurate=yes  for your backups.
