I don't know what dateutils is. But I've installed pg8000 with the command 
pip3 install pg8000 with the dbadmin user on the client system.
I've followed the tutorial on the 
website: https://docs.bareos.org/TasksAndConcepts/Plugins.html#postgresql-plugin
