You're correct that RHEL5 doesn't seem to provide libtar, but I've
provided it in the same repository that Barry is in.  For example,
the i386 repository:

        http://download.opensuse.org/repositories/home:/ndprojects/RHEL5/i386/

The src.rpms are there too, but you might have just as much success grabbing
the libtar src.rpm from Fedora.
