It's done as a part of the usb mass storage specification. Much like the usb audio specification which allows all usb audio devices (the ones that use the standard) to work without specific drivers. What happens is that the system sees the mass storage device end points in the usb schema and adds the capability to the hal nodes. which then promptly enable any auto mounting or configuration such as custom icon searching ect.
