When you run pppob, you get an AT modem interface on stdin/stdout. You could probably write a wrapper that creates named pipes or something, if you need that. I'm a little unclear what NetworkManager requires. Are you familiar with how it starts up a network? What commands does it use? Do you have an example of another interface that pppob should emulate?
