If you're trying to edit /etc/ppp/peers, then that is a directory, and
that might be why you're getting the error.

Which distro are you using?  If you installed via a binary package,
there should be some ready-made peer files already there, and you can
just use:

        sudo pppd call barry-rogers

or something similar, depending on your provider.
