Hi, I don't have experience in packaging softwares, but if it's only to figure out the best way... I think it'd be better to have it in barry-utils. To have a seperate package is somehow overemphasizing.
And subversion includes its completion script in their main package(perhaps the sole package, I don't know) `subversion': http://packages.debian.org/sid/i386/subversion/filelist To imitate them seems like a good option.
