This is because there are no translations available for the language selected, that is the reason it will default back to English. This will usually be the case if you either installed from source or from the debian package and did not run manage.py compilemessages users of the SL/RHEL/Centos do not have this issue as the build process compiles the translations and removes the .po files. The fix for this is to run baruwa-admin compilemessages > and there's no possibility to change the language.
