Like Andrew said, you need to install them into your virtualenv.

cd /home/baruwa
python -c 'import virtualenv'; virtualenv --distribute px
source px/bin/activate; export SWIG_FEATURES="-cpperraswarn -includeall
-D__`uname -m`__ -I/usr/include/openssl"
curl -O https://raw.githubusercontent.com/akissa/baruwa2/master/requirements.txt
pip install distribute
pip install -U distribute
pip install python-memcached
pip install --timeout 120 -r requirements.txt
pip install babel==0.9.6
pip uninstall reportlab -y
pip install reportlab==2.7

Sphinxsearch is installed in Ubuntu via apt. At what point is celery installed
and how would I control the version?

Here is what I have:

celery-3.1.13-py2.7.egg-info

sphinxsearch_2.0.4-0ubuntu1_amd64.deb

What versions do I need to downgrade to, so they will work with Baruwa 2.0? Not
sure if I downgrade both, or just sphinxsearch?

You need to downgrade. Not upgrade.
