Have you changed both post_max_size and upload_max_filesize and
then restarted apache (since PHP running as an apache module
only reads php.ini when said module is loaded)?

Is that from the mailing list as such or just the individual
subscribers? If it's not from lists.sourceforge.net it could
be that some subscribers aren't there anymore and that their
mail servers are broken enough that they try to tell you about
it (rather than obey the Errors-To: header that would have such
error messages sent to me).
