No it is not. A file exists in two places. As an entry in the database and as a file on the disk. The "Move offline" feature is used when you want to delete the file on disk but keep the entry in the database. The main reason for this may be that your quota is running out and you don't need the file anymore. A file that is offline may be re-uploaded if you need it again.
