I've determined that there was something wrong with my original TAM file
format.  I found someone else's apparently authentic TAM file on the
net, and with it I was finally able to write to the ArrayDesignBlocks
and Features tables using the print map importer plugin. 

I think I can take it from here.  

Thanks anyway, though.  

Base 2.2.1 is really nice - especially the new refresh icons at the top
of each page...
