It is probably because the user has access to the labeled extracts by 
some other means than the project. If you select different options in 
the "view / presets" drop-down in the labeled extracts list, the labeled 
extracts will probably show up there as well. Try for example to enable 
the "shared to me" option or "owned by others"  options.

Items in project A are accessible by members in project A, by the owner 
of the items, by users that the items have been explicitly shared to and 
by users with a role membership that gives them access to the items.

I don't think it is a bug. One more thing to remember is that there is a 
delay in the permission system. Permissions are cached in memory and are 
not reloaded until one of the following happens:

* A timeout has expired (usually 10 minutes)
* The user logs out and the log in again
* The user selects the File -> Reload permissions menu option to force a 
reload of permissions

So, when you modify access permissions on items, there is a chance that 
the changes will not be visible immediately.
