The Reporter.externalId must be unique within a BASE installation. It is only the externalId field which is used to find reporters, never the names (since names don't have to be unique).
The error below indicates that you don't have a reporter with the externalId=AE100000014 So you need to specify the same prefix when importing the reporters as you do when importing array designs, plates or raw data.
