The 'template' directory (and it's subdirectories) is not a suitable directory for storing working data. This directory structure is used as a template when creating the home directory of new users. Other than that it is nothing special with this directory so it should behave just as any other directory and it doesn't explain your problems. I have not seen any other error message than the one you sent that said the user doesn't have write permission in the selected directory.
