just write a simple resolver in XQuery. This is a simple example how to do it:

  declare variable $BASE := "c:\documents\repo\";
  declare function local:resolve($url) {
    $BASE || replace($url, 'http://', '')
  };
  doc(local:resolve("http://abc.com/example.xml";))
