Bu the version that was released in '09 was different than the one that
made the festival rounds. Does that make a difference? How much has to
change to make it a different film?

No.  Unless the WSFS Business Meeting gives a work a specific exemption,
or if it falls under the non-US-publication extension, the work was
already published (even though only in limited distribution) in 2007 and
therefore already had its shot at a Hugo in 2008.  Sorry about that.

I also just thought of Paranormal Activity, but that one is tricky.  It
was first released in 2007 when it was making the rounds at film
festivals, but didn't receive widespread distribution until 2009.

 

Would that be eligible?
