But I still don't see that a policy is needed, other than "call the
police immediately if anything of the kind happens."
There are often precursor behaviors that are over the line for
offensiveness but not over the line for the cops yet. And sometimes
drawing lines in the sand sends a message that one is being watched. I
personally find it very difficult to bring such things up in general,
and a policy might help. (Though my personal experiences along that
line were minor in comparison, and work-related. Having a policy at
work made it easier for my boss and co-workers to back up up and back
the offender down before it got to the point of taking it to personnel.)
