Well, especially base OS utilities such as these tend to not have the same upstream "package" between OS's, for example your getent+iconv->glibc merge is already potentially quite confusing for FreeBSD users; FreeBSD has both getent and iconv but neither is from glibc (I don't know if it has glibc in the first place). I don't think a split/group combination exists that would be optimal for all setups.
