<symbol> has an implicit viewBox attribut which is used to clip your symbol. if you give an explicit viewBox for your symbol, you should be able to see it in all viewers.   My guess is that WebDraw defaults the overflow attribut to 'visible' for <symbol> whereas the others use 'hidden'.
