I think you misunderstood. This mail was adressed to the XML Commons Dev mailing list and only CC'd here. XML Commons is under the control of the XML PMC, not the XML Graphics PMC.
I've already put the conversion from CVS to SVN for all XML Graphics CVS modules into the infrastructure queue a few weeks ago. When the xml-commons module is to be converted is primarily up to the active committers on xml-commons (mostly Xerces and Xalan people plus Norman Walsh). Having a quick decision with the help of a PMC is one thing, the other is getting an infrastructure guy to do the actual conversion.
