Did you investigate the actual dependencies between the jars, or use those that were specified in the 1.6 version of the poms? Unfortunately I haven't got around to getting a definitive list of dependencies yet. If you're assuming a recent JRE, then yes, I think some of those dependencies can be dropped. JRE 1.4 has an appropriate JAXP XML parser bundled, IIRC, so Xerces wouldn't be needed there. I'm not sure if the bundled pdf-transcoder.jar differs much from the standard FOP distribution.
