Looking at the code I can't see why it would pass, since the test is run with 
svgbrowser.policy loaded, and that policy file grants all permissions to Batik 
classes.

I tried git bisecting the code base to find when it started to fail, but it's 
too difficult to run old versions of Batik in a modern environment (a 1.4 JDK 
is necessary, Ant no longer supports it, Eclipse's debugger cannot run the 
test, etc.). The code doesn't actually even compile.

Logging this as an issue if in the future, somebody with enough interest wants 
to investigate. For now, I'll comment the test out.
