jira and bugzilla issue mapping

Glenn, in the Jira FOP issue tracker we have an External Issue ID that
links to the old Bugzilla issue number. We do not have that in BATIK. Is
this something that can be recovered now? I need to track down some old
Batik bug fixes and it is difficult to do it without some association
between the new and old bug numbers.
