If you change the last few lines in the SVG file that contain:
stroke-width="10588.5508"
to have:
stroke-width="1"
the SVG looks perfect.

It's not clear why; are the paths meant to be invisible in the WMF and making 
them this thin just hides them, or does Batik incorrectly parse them out of the 
WMF somehow?
