I have done some more investigation, just to clarify if we are dealing
with a bug or not and I am now convinced we are. Here is why:

I simplified your example so that the symbol only contains a rect
see CenterFishOrig.svg. Then, I modified it according to the rules for
<symbols> referenced from <use> elements (see:

http://www.w3.org/TR/SVG/struct.html#UseElement

where the rule for referenced <symbol> is described.

This gives the attached CenterFishEquivalent.svg.

Clearly, we are centering the equivalent SVG but not the symbol so
we have a bug.

I'll enter this in Bugzilla.
