Oops posted a little too soon (haven't had my coffee yet).
You would be better off using PNG if you want 'exact' bitmap
display. Since it isn't lossy. You could even use Batik to turn your
bunch of colored rects into a PNG (assuming you don't have tools
readily available for working with PNG). Especially for things with
hard edges JPEG will introduce "ringing", or alternating bands of
slightly lighter/darker color around edges.
