SVG 1.1 is currently _just_ a modularization of SVG 1.0, there are essentially no new features. SVG 1.2 is planned to include new features. The flowText element that currently lives in the Batik namespace is an attempt to track the Working Groups thoughts on text wrapping for SVG 1.2 (see samples/extensions/flowText.svg).
