Well my understanding is that a conformant XML parser will 'sniff'
the encoding declaration and 'do the right thing'. So if the file has
an encoding decl it won't use your default encoding. Now if the file
doesn't have an encoding decl I'm unsure of what should happen.
Personally I think Batik is justified in throwing an error when
you tell it the file is UTF-8 and the file says it's ISO-8859-1.
