What is strokesvgtext-property. Is this what controls if text is output as shapes vs 'text'?
If so I don't think you can currently turn it off for flowText (this is done for normal text by detecting 'simple' cases and doing a separate layout - flowText is clearly not part of this 'simple' case).
Batik should still use 'drawGlyphVector' for flowText so if someone were to implement that to generate PDF 'text' you could get what you want...
