There are lots of ways to do it I usually do it on the command line, but I would guess that JAVA_OPTS might work.

Did you try increasing the memory allocated to Java/Batik as I suggested the last time you asked about this?
This should solve your problem.
BTW rasterizing only a portion won't help because Batik will still load the entire 5000x7000 image (for almost all formats, it might not for Tiff).
